Here are some reasons why.
I'm not sure if this should be filed under "refreshing honesty from the jackboots" or simply "more evidence that government is a band of robbers writ large" but here you go:
Mayor Michael Nutter: "We want our damn money, you owe it, we want it, and I plan to collect it."
It's nice when the "gun in the room" draws attention to itself.

Refreshing honesty
More truth in advertising: The mayor's name.
"You owe it."
If you want to be a member of society, and drive on the roads, use public education, and have the fire department and police show up when you need them, then you DO owe the money. Tax evaders should go to jail. This goes for illegal aliens too, by the way (pay your taxes or go to jail).
Good on Mayor Nutter for telling it like it is.
As an actual resident of Philly...
...I always enjoy it when the mayor tries to sound tough. It's cute.
That said, K has it pretty much covered: Want to drive the roads or get your trash picked up or, hell, participate in an economy that's made possible by the infrastructure paid for by your taxes? Then ... pay your taxes. Failing that, there's nothing keeping anybody from going off-grid. (I'm unaware of a libertarian utopia that abjures entirely from taxes or fees of any sort and yet still provides the environment for desirable living.) There's a few people in the Mennonite church who deliberately structure their lives to avoid earning enough income to pay taxes because they don't want to support America's wars abroad.
Silly Mayor! Lincoln Says $$ Are for Everyone!
I think the original objection to Mr. Nutter's li'l-piece-of-Chicago epigram is not whether the money is owed or not, but in the revealing use of his pronouns.
Sounds like the "you" people who owe money are in the Mush Pot, and don't *get* to participate in the "we" and the "I."
"There's a reason we don't quote Hitler when we discuss highway spending. It just puts too much noise into your signal." Joel, 2010
Mush Pot
But the Mush Pot, in this case, would be jail, so they get to participate in the benefits of the State after all. ;0
YAY I'M IN THE MUSH POT!
YAYYYY! DOUBLE RAINBOW!!
This is a sad reality that
This is a sad reality that there are some public servants who are suppose to set a good example yet they are the one committing anomaly which destroy the public trust. Corruption and theft are some of crime often committed by some public leaders . I was quiet dismay to hear some instances like this. We can't expect any progress if those who are deemed to be morally right are the one breaking the ethical conduct. Anyway did you know that the trial has concluded for Illinois governor Rod Blagojevich. Only a single guilty verdict was brought by the grand jury after two weeks of deliberation. One count of lying to the Federal Bureau of Investigation was given to Blagojevich. Sentencing will soon follow, and he could face up to five years in prison for giving false statements to government officials. Federal prosecutors have decided to re-try Blagojevich already.
Little Known Fact About Kaleb
He was part of the lead team in the Blagojevich prosecution. Which may explain the conviction rate attained. The first part of his comment is, in fact, excerpted from his closing arguments to the jury.
